That is nowhere in his ruling.
He didn't even make it to Brady's claims of lack of proof and Goodell not being impartial. He said that the NFL had violated the due process of Brady by not allowing him access to the evidence against him and that the punishment was out of line with previous punishments, and established protocols, handed out under the same CBA.
