The NFL CAN punish players for breaking rules. It just needs a better PROCESS. One that NOTIFIES players what they can and cannot do, and what the potential punishments are for it.

Exactly all of this... You are right and that's the issue here... People are so blinded by their hate of successful players/franchises that they cant see the root cause of this issue...
Same with Alex Smith and Andy Reid, they are so blinded by their hate of Smith they will intentionally ignore the root of the problem.
Honestly this is the best outcome for any NFL fan, this will force the NFL to adopt a process that is fair, consistent and balanced when handing down punishments to players and franchises. But having one person make up the punishments as we go with zero regards to the CBA or any other set of rules regarding punishments isn't going to make the NFL a better league.
