No one is calling it a conspiracy.
Coaches sometimes make personnel decisions based on experience, trust, and loyalty, and many times those decisions are wrong.
I don't know what Fred Williams might ever do in his career, but I have a difficult time believing that he couldn't match 13 catches for 104 yards.
