I can't see any way he would be extradited. This whole thing is about the negative public image (quite accurate) that Brazil has been painted in since before the World Cup and leading up to the Olympics.
Lochte, the other swimmers and their story has put more egg on the face of Rio and the primary intent of the government down there is to clean that up. It sure looks like it is a bogus made up story, but in the end the swimmers will get drug through the mud, made to look like idiots (assuming the story is made up/embellished) and Brazil save a little face. Extradition for what appears to be at worst the equivalent of a misdemeanor is not going to happen.
