You can increase the strike zone, limit throws to 1B, limit pitching changes, stop batters from leaving the plate during a PA to step out or scratch their nuts, etc etc.

The problem with that would be that if a guy is getting absolutely shelled, you are just stuck with him.
If you wanted to talk about saying a guy must pitch to at least two batters/three batters or something like that, that's a more realistic suggestion and something that can spark discussion.
Saying you only get one change per inning (and you're stuck with the guy until he gets out of it) would never fly.
