It's a race thing. We are trying to keep the black man down by not letting them into the league earlier. At least that's what the Players union now thinks. They state that White Baseball players can play baseball professionally, etc. What they fail to realize is that the D League will allow 18 year olds to play and develop - much like Major league baseball uses the minor leagues. You rarely if ever see an 18 year old in the bigs.
