If you're driving up, Pembina is the last stop. Fill your tank there. Gas isn't any cheaper than booze up there. I think some people buy booze at Pembina or in Grand Forks. There are rules on how much you can import but a bottle or a case shouldn't be a problem, I wouldn't think.
There's a duty-free store at the border but I have never stopped there. Don't know what the deal is with it, but that might be an option. I'm not clear on whether it serves people crossing in both directions or not.
Sometimes you breeze through that checkpoint, sometimes you end up waiting 20-30 minutes on the weekends.
