Did Veach really feel that McKenzie would not be on the board in the 7th round and was worth trading two draft picks to get?

I know it is "just" draft picks in the 7th round, but seems like an unnecessary move to draft a major project who probably would have still been on the board in the 7th round.

Makes no sense.
