They also played in an era with fewer elite pass-catching TEs (TG was a unicorn at the time) and fewer offenses specifically designed to spread the field and force open the holes in the T2.
I have no way to look it up, but I suspect you saw predominantly 21 personnel groups back then, especially against a T2 look. In those days, if you came out in an 11 group, that was wild, spread out football and you immediately saw a nickel package and some slightly different coverage looks. You could still play a Cover 2 in Nickel, obviously, but with the extra DB on the field, it made you a little more capable of getting appropriate depth in the middle.
Different personnel, different era, less creative offenses with less tape on how to defeat it.
