It does happen when there's a high profile figure and people know there is an ongoing investigation. Typically investigations just quietly close and the only way you know the government isn't going to charge is if the statute of limitations passes but they might call a presser to announce that no charges will be filed in these types of situations. I am not trying to bring DC into this thread, nor do I invite comment about this case, but recall that James Comey called a press conference to say that Hillary would not be charged. That wasn't typical but it involved a high-profile individual and an investigation that was widely known, even though the FBI is typically tight-lipped.
