I'm going to wait for details/circumstances...it was 3:30 AM...could the other driver have been drunk too?
How drunk was Ruggs...shit-faced or buzzed. Was he driving recklessly... Was he out parting or at a girlfriends house...
It's a very strange accident...in that part of town on essentially vacant streets.
Wouldn't he have had practice this morning...
