All it means is that 60% of the reviews they've compiled are positive. For all you know, every one of those reviewers gave it a 10/10.
The percentage is pretty unimportant. If it's 10%, sure, it likely sucks. But there are plenty of mediocre movies with a 90% rating, and plenty of good movies that are below 70%.
