Jackson County executive Frank White fires back at mayor Quinton Lucas after property tax criticism

Jackson County Executive Frank White has sharp words for Kansas City Mayor Quinton Lucas.

It started with Lucas questioning the assessment process the county has used.

Lucas told KMBC the high assessments will hinder the growth of neighborhoods in the city and that the county should stagger large tax increases and set up payment plans.

White wrote a letter the next business day, saying the mayor's statements sow "seeds of confusion and mistrust."

He called on Lucas to retract his statements and that the county "shall appraise properties" at their true value in money.

White's home is in Lee's Summit. In 2021 it was assessed at $356,000. This year, it's up $26,000, an increase of seven percent.

That's far below the county's announced 30% average increase.

White's neighbor's house on the left looks nearly identical

It's up $100,000, or 29%. His neighbor on the right is up 28%.

Their assessments are on average $64,000 more than White's for the same three-car garage house, on the same corner of the same block.

In the letter, White calls out Lucas' house specifically. It went up $192,000 in assessed value, a 64 percent increase.

"And that's getting off easy compared to a lot of people in Jackson County," Lucas said in an interview earlier this month with KMBC. "There are going to be a lot of people in Jackson County who will not be able to pay these property taxes."

Many real estate professionals have criticized those large disparities.
