I just remember late last year they had reportedly decided to move forward with Cavill. They even had him show up in the post credits scene of Black Adam so things looked promising. I’ve heard that The Rock is difficult to work with and I imagine his price tag makes sense to find a lesser known.. but Cavill has been really good as Superman and I’ve not heard anything about him being a **** to work with.
Idk, I really don’t know wtf they’re going to do. Flash bombed, as did the latest Shazam. Affleck is reportedly out as Batman, Cavill out as Superman, The Rock out as Black Adam. Not to mention, as you say, Miller has been dealing with a lot of legal stuff that would make a divorce likely..

Gunn said it had to do with him wanting a younger version of Superman to be a part of his universe.
The Rock also pretty told DC to **** off and stiff-armed them into Cavill's cameo.

"Grandpa Batman", while still very different from the comics, is still somewhat similar to Thomas Wayne's role in the Flashpoint comic. And Keaton was ****ing awesome.
