There's some subjectivity to it, obviously, but most of the time you can tell the difference.

Not that they would change it now, but...
I've always thought that sacks should be reserved for game changing plays.
If the QB is tackled say for a loss of 5 or more yards, it is a sack.
If it is less than 5 yards, it is a tackle for a loss. (Or maybe 3 yards.)
If the QB pulls the ball down and gets back to within a yard or two of the LOS, so it is 2 and 12, that's not all so much different than an incompletion.
