For what it's worth - I can confirm that Kadarius Toney looked to the sideline and pointed (as he lined up). I cannot comment whether the official acknowledged or signaled for him to move back.

There’s a video on twitter and he does not look at the ref. He was clearly offsides. Blaming the refs is a bad look. They had second and 15 after the penalty and couldn’t complete a single pass. They need to stay more composed after tough calls and go back to work. They had three downs and couldn’t do shit.
