I think that plays a part, yes. From a young age, players who are not tall enough are likely steered toward different positions, which leads to fewer short QBs who make it to the league.
There’s precedence there actually in how the football world handled black QBs for decades. Coaches thought they were not smart enough to play QB or too athletic and were steered to RB or WR.

You want me to do some legwork to show you that a top 10 QB of all-time, who threw for 80,000 yards and 571 TDs despite being known for having a weak arm, was able to exploit the middle of the field.
