Yeah, I think elway is a scummy human being, but I wonder if he slipped through a legal crack in this. If it was a car wreck involving a serious injury, I would think that the police would be dispatched with an ambulance, right? Or would they? I guess I'm not sure how that works. If someone calls in and says that someone fell off of a golf cart, I can imagine that 911 would send an ambulance, but I bet they probably wouldn't send the police. If they get a call about someone falling off a ladder I'm pretty sure they wouldn't send the police, but where does a golf cart fall along the continuum of ladder to car?
If elway was drunk, maybe a 911 operator could tell and send police, but that requires them to detect it over the phone, which is a judgment call, and they also don't know if that's a contributing factor depending on how he framed the situation.
