"xoxo" is indeed "hugs & kisses."
I send a lot of notes here at work and I started adding that several years ago. Since most notes at work mean "you did something wrong" I added xoxo to show them I was not mad at them.
I got lots of odd looks at first, but now [just like the lightning bold earring and ponytail], it is simply part of the Gaz mystique. Now, if I send a note without the "xoxo" I get a call asking if I am mad or something.
The tilde ~ means absolutely nothing that I am consciously aware of. Feel free to assign whatever dark, hidden meanings you like. It would be cheaper than therapy.
