Similar...it happens at the end of every term when they start craming pardons and laws on the books that they don't have the balls to stand up in front of the country and defend their reasoning...
I have always believed that a President should not be able to pardon anyone in the last 8 weeks of their term...If they want to pardon someone truely on the merit of it then they should have to stand up and face the music during their final two months...That would eliminate most of these dirty pardons...
