I was thinking 1q 2004, but I don't know that much about HIPAA (of 1996...lol). There are several things that they left out because it didn't apply to our company. We are not full service release of information. We get the charts from the hospitals and do release of information back to the hospital when they have that patient come in, if we haven't already got it scanned. That would make us a Business Associate, though.
