He obsesses over his legacy, but I can't see yet how this ties into it.
Or of course Logan could be doing what he thinks is right for some as-yet-unrevealed larger goal, like wanting to allowing the terrorists to release gas at the mall and being willing to sacrifice the Russian president and his wife.
It's hard to imagine that they would have the President totally turn heel, but who knows.
