I really don't see what's wrong with nudity, regardless of age. As long as it's not meant to sexually entice or excite. And as long as the girl isn't a victim of some kind of crime.
As far as putting art ahead of people... I think quite the opposite. In my view, it is ONLY exploitation if she is objectified, or feels violated in real life. Not to say that kiddie porn is OK if the girl "agrees" to do it. But there is a big difference between something like this and something that is designed for perverts to get off to.
