Wrestling has been like that for the last 25 years. It's almost always been about marketing and not workrate. The one time when that wasn't the case was in the post-steroids, pre-attitude WWF of the mid 90's when Bret Hart and Shawn Michaels were the top dogs of the fed. Great workers/storytellers who got there not on their Hoganesque charisma, but their amazing athleticism.
