Yes. The mods can max out someone's rep to completely negative. This doesn't eliminate the person's ability to give rep, but it does eliminate the person's ability to adversely affect anybody else's rep.
Skip was punished (very deservingly) in this manner recently. He squealed about it like a stuck pig for months. Great entertainment.
And while I generally don't have a problem with gochiefs, and found crazycoffey to be rather annoying, endlessly neg-repping somebody for non-specific reasons is uncool. Perhaps the Skip treatment is called for here.
I don't give negative rep very often (believe it or not). I like to keep my negative comments public.
Generally, I'll neg rep somebody who has neg repped me first, or somebody who posts something so stupid or assholish that they really deserve it.
As for crazycoffee posting a relative's phone number, yes, banning is called for. Why punish gochiefs's grandpa because gochiefs is being a dick? That's lame.
