The guy was behind the bar when she touched him, right? Isn't she shoving back to where he's supposed to be?
This chick has probably dealt with drunk bastards for years and knows asking them "pretty please" to straighten up and behave doesn't work. Obviously she should have just called the cops, but if this guy was a regular, and she knew he was a cop, probably figured it was just create more trouble for her.
