I'm going to try using the impex tool to do the user transfer, God willing that will work. I haven't done a lot of reading on it yet, but I have a week to get caught up on it.

I have used IMPEX to migrate from another forum into vBulletin and it is a decent tool.
Also... I am not sure how vBulletin is configured here but make sure that the attachments are stored via files ystem and not in the SQL. It will help with the performance very significantly.
