Backs of what taxpayers? KC Tax payers are not putting up one dime of new tax money. If they don't build it there are no new taxes being raised. If they build it there are no new taxes on the public. The benefit is the revitilazation of a blighted area. New jobs etc.
Whats the downside? No new taxes flowing into the coffers? Well if they don't get the TIF there is no new taxes, no project. Either way there is never going to be a tax stream into the kc coffers off this deal. You got a better idea?
