Well, let's see. Brodie has been learning the new offense since, what, the day Gailey was hired? Pennington's been learning it since... never. So even if he showed up at Chiefs' camp 5 minutes ago, he'd be so far behind that he'd never catch up.
Also, Gailey designed the new offense around what his players can do. Brodie has a cannon for an arm and Pennington throws the ball from a limp noodle attached to his shoulder. Unless every single one of Gailey's pass plays involve routes under 10 yards, it may be something of a problem if his QB can't throw farther than that without launching up a wounded, wobbly duck.
Also, Pennington is 32 years old. If the Chiefs suddenly felt like bailing out on the stated goal of finding a young QB, and wanted to add a guy north of 30 for a season or two, why wouldn't they try to go after Favre themselves?
In summary, yes, if Pennington comes here (which he's not) he's gonna be a backup.
