A couple of reasons:
1. Sony not making voice chat an integral part of the OS & not forcing developers to have online voice support.
2. Sony not bundling a headset with every PS3, and not coming out with an official one until almost 2 years into the system's life cycle. Not bundling a headset is understandable, not having an official one on the market is questionable.
Basically, if consumers have to buy a mic, most just won't. The same problem exists with the PC fanbase.
