It's not that LT is washed up, its that NFL defenses zone in on stopping him which has opened up the Bolts passing game.
It happens to most NFL running backs, except teams who just can't afford to ditch the running efforts.... aka Lions Barry Sanders. (although they did have Herman Moore and Johnny MMA Morton)
