MS pays Developers to make games for them SCEA does the same. Or, they have a division which does it. And then the 3rd parties (Fallout, GTA, COD, etc.) make them for all and rake it in, but 1st party titles are a part of the whole enchilada.
I know Tiny. I know.

At least one good thing with exclusivity with the PS3 is that the game makers utilize what the PS3 is capable of. All the other 3rd party titles are made for the 360 then just ported. I would love to see a COD game made specifically for the PS3.
