Yup. Just need to know your gamertag, email address, and password for email address. You'll get everything but what is downloaded on your hard drive.
Or, if someone else can correct me - you can simply put your hard drive on his system and be good to go.

Eh...I find the process to be fairly quick and easy. Maybe it's because I do it so often. I jump from my basement Xbox to my bedroom Xbox all the time. Takes about 5 minutes to recover your gamertag and you are good to go.
One bad thing is downloaded content doesn't come with it (and it shouldn't), but sometimes I forget which box I have stuff downloaded on.
