You have to be on the claiming team's active roster for 3 weeks minimum, as Milkman pointed out. Furthermore, the Patriots pay their practice players a lot of money, and they actually promoted Arrington to keep him away from the Browns. New England had picked him up after Tampa Bay cut hm. He's been doing great on special teams. New England shuffles players on and off the practice squad a fair amount, so the players get their opportunities to play for the big squad.
