Just have Cold Blood on at all times when you get it at level 25, everything else isn't really a game changer.
I usually go with
Bling
Cold Blood
Sit Rep
But I play Hardcore 95% of the time.
As for guns, I go with SCAR-H in regular and ACR in hardcore. EBR is my sniper rifle of choice.
