There are a bunch of laws covering who is a natural-born citizen. In fact, due to Obama's parentage (his father was not a US citizen), we went over this in DC quite a bit last year.
But, in the case of a child being born overseas to two US citizens, yes, that child is almost always a US citizen (natural-born) at birth, regardless of where.
