I don't think it's as harmless as the supporters would have you believe but it's not the "debbil" that the anti's claim either.

I like your take except that there are no cases of anyone over-dosing on weed so I don't think it belongs categorized with vicodin or valium. As far as your friend falling.. why was he up there in the first place? was he working or did he just climb up for the thrill? Either way, I think I would blame the personal decision to climb the tower over being high... very unfortunate, but many things could have been a factor, heights are dangerous... substance use would just be part of it.
