Depends on the position, and offensive tackle usually supersedes safety in terms of positional value. Case in point:
2009 six offensive linemen were chosen prior to the first safety taken in the draft.
In 2008, NFL teams thought that the 8th best offensive tackle was better than the best safety in the draft.
2007 two offensive tackles were taken prior to "generational" talent safety LaRon Landry.
I don't think that it's much of a stretch from a historical perspective as well as a positional value perspective to see the Chiefs take the third best offensive tackle over the best safety.
