I'm not here to bash, because people do it in every hockey thread and it's annoying... but, is this normal?

I don't follow soccer at all, but from previous box scores, I thought most games were good for 20+ shots on goal, which isn't that bad. Just curious, because I saw the headline "Mexico rips France" and at least expected to see quite a few more shots on goal... or maybe before they always just had 'shots' and I assumed they were on goal... eh.
