The same reason baseball players always choose a college to go even though they have no plans of doing so: Leverage.
If someone drafts Starling at No. 40, they'll be faced with either paying him top 15-20 money, or watching him go on to college.
It's also highly possible his stock could go up (also possible it could go down, in which case he has a backup plan). The kid is Matt Kemp (huge, fast jumbo athlete) with a mid-90s heater. If his fastball velocity sees another increase this year, if he gets into the upper 90s, then you're looking at a 6-6 kid with a plus-plus (75-80 in scouting terms) fastball. He's a potential all-star as a CF or a SP.
