I heard an interview with Gannon the other day in which he was asked about "accuracy" and whether or not it can be learned. He said that it does improve as you get more comfortable in your game, gain confidence in your receivers, and learn to read defenses better. Gannon ought to know, I guess.
Pocket instinct, however, is something you either have or you don't, I think. I don't believe you can learn it.

I would think it would improve with experience, both individual experience and experience working with the specific members of your offensive line.
