If you don't have a "qualified" applicant, the job goes vacant until you do. At least, that's how most people look at HR. Of course, you might wish to temporarily plug in a placeholder, but that can be detrimental if you're not careful.
The NFL is a weird deal. You get 16 games and that's it. Hiring the wrong OC could be far worse for the team in the long run than allowing Haley to run things until the right guy is available.
