My take is that we really have no clue what that officer had going through his head or what his initial reaction was when the lights popped on. I suppose given his actions, the officer was startled, felt threatened and reacted with shots. Had he reacted 5 seconds slower, he might have not shot the guy and this wouldn't be a story. But he (the officer) also might have been shot and killed by hesitating and the only reporting would have been a small blurb in the local Utah news.
