I'm not sure why anyone is surprised.

This was a power play by the owners to try to get a CBA passed with language that wasn't part of the negotiations. Sounds like the owners made changes to the players last offer, and ratified it without running it by players.

Apparently the owners sent over an incomplete settlement.

The players will balk, and look like the bad guy.
