I think that was poor reporting by someone.
The issue lies with being coerced into re-certification, and the invoking of certain parts of the old CBA if an agreement isn't reached within the three day window.
In theory, the players could vote to ratify, re-certify and use the three day window to bargain changes in certain terms. All the owners have to do is fail to negotiate, and issues like benefits, discipline, safety, etc. will revert to the terms of the old CBA for another 10 years.
So the owners negotiate a favorable deal financially, then backdoor their way to a favorable deal regarding other issues.
