I don't believe there was any restriction or very minimal in regards to training camp and regular season practices. It was up to the coach.

Now in TC veterans can't wear pads and have no contact for 3 days and can't be on the field over 4 hrs for the entire day. Shit DV used to hold 3 hour padded practices twice a day.
