Here is what Pioli said in regards to salary. He was pretty coy about their cap situation which leads me to believe they have a shit ton of money to spend.

Pioli said that last season the Chiefs spent $110 million on players, but would not reveal where the team sits with the $123 million salary cap limit in the 2011 season.
“We don’t get into details on our personal numbers,” Pioli said. “Here’s what’s important to know: we spent to the tune of $110 million last year and we are going to continue to spend when we feel it’s right and it’s productive.”
Last year, the Chiefs were among the lowest spenders in the NFL. With a new cash minimum that must be spent by the league under the salary cap, they figure to be plenty of contracts that will get done before the end of the year.
“There has not been one time since we’ve been here where we’ve talked to Clark (Hunt) about signing a player – he’s never said no,” Pioli said. “What we are going to continue to do is build this team the best we can, with the best player we can. Spending money isn’t what makes a good football team. It’s spending wisely on good football players makes a good football team. What we will continue to do is sign good players for good contracts.
“I haven’t been given a limit on what I can spend. The key is spending wisely. I can’t tell you what we are going to spend.”
