Not even close. Season 4 had way more Gus, significant development of both main characters (Cranston may have done his best work this year, fully transforming himself into a completely different character from the one seen in Season 1), and no real useless filler episodes like Season 3's "Fly."
I went it to Season 4 thinking this was a very good show, I came out of it thinking it was great.
