"Fly" was a filler episode with little character development. Nothing about it was entertaining, unexpected, or thought-provoking. They basically wasted 40 minutes acknowledging something that we already knew about Walt. It added nothing to the show.

Can't say I care much about "cool action moments," nor do I think you are right to define Season 4 in that way. Gus, for example, was perhaps the most fascinating character in this entire series. The examination into his character's psychology was one of the things that made the most recent season as good as it was.
