I guess this depends how you want to set up the account for your kids. For instance, when I log into market.android.com (with my regular google account), it recognizes all the devices I have tied to that account.
So right now I just clicked buy Minecraft. A little window pops up with a drop down box that asks, "Send to which device...", and I can pick what device I want to download it to.
I honestly don't know how this will work with kids. Maybe someone here can address that. I don't know if you can run all of them off one (presumably yours) google account? Generally each user would run all of his/her devices off their unique account. To me, it could get a little tricky trying to run them all from one google account.
I also don't know what type of parental controls Google has built in to keep your guys from charging to the CC, or billing apps to your carrier.
[edit] Just to be clear, like R8ers said, you don't have to buy an app for every unique device you have, just for every unique account. So if you have a phone and a tablet, you only have to buy once. But if your wife and you each have an android phone, you can't buy an app and give it to her.
